IDA OKs office lease with its newest firm

For a short time, Effingham County’s newest industry will be setting up shop in the Chamber of Commerce and Industrial Development Authority building.

IDA members approved a lease with Chinese firm Xingfa for temporary office space at the IDA’s headquarters in Springfield. Xingfa, which makes phosphates, signed an agreement with the state and the IDA to build a production facility and place its U.S. headquarters in Effingham County. The plant will be on an 83-acre site in the Effingham Industrial Park.

The company is working on obtaining visas for its initial complement of staff, Effingham IDA CEO John Henry said.

“They have five people they want to get on the ground,” he said.

The company was scheduled to have a board meeting Monday and give its final approval for its temporary office plans. The company also has a Dec. 31 “drop dead” date of getting its first people in Effingham and starting work.

“They’re trying to get over here,” Henry said.

Xingfa will employ approximately 50 people at full capacity and plans to begin hiring next year.

Henry also said the U.S. Army Corps of Engineers has signed a permit needed to begin construction for an entry way into the property along I-16 being leased to Medient Studios. A traffic study also is about 70 percent complete, he added. The development of regional impact study is being done for the Coastal Regional Commission, and the clearing and grading plan of the 1,550-acre site also is in the works.

The IDA also has had a site tour with the Savannah port and the state’s economic development team.

“They have projects they are working on,” Henry said. “We’re seeing a lot of new projects come through.”

Henry said the IDA staff is working on two other projects, but those efforts have not reached the stage where the IDA needs to provide information documents to them.

“It’s been busy in a good way,” he said.
