IDA waiting on MOU from Chinese firm

A Chinese firm that will open a facility in Effingham County is continuing to work on acquiring visas for its initial workforce, but the memorandum of understanding is still waiting action.


Effingham Industrial Development Authority CEO John Henry said a Dec. 31 closing on the property with Hubei Xingfa appears unlikely and he expects to have a request for an extension of the memorandum of understanding sometime this month.


“That would put us in a rough spot with the MOU,” he said.


The memorandum of understanding is between the company and the IDA, and Henry said they could go into January with the deal.


Hubei Xingfa announced in August it would open its U.S. headquarters and a manufacturing plant in Effingham on the IDA’s Governor Treutlen site. The project is expected to create 50 jobs. Hubei Xingfa is a leading phosphate and fine chemical products producer in China.


Founded in 1984 and based in Yichang, Xingfa manufactures 70 kinds of products, including technical, feed, food and electronic-grade products. Xingfa exports to more than 40 countries and has more than 30 subsidiaries. The company projects using the Savannah port to ship its products to North American markets.
