On Tuesday, May 28, 1974, Effingham County broke ground for the public service building that would house the Effingham County Department of Family and Children’s Services. The building was partially funded by the first federal grant received by the county for $100,000.
Kieffer Construction Company was low bidder with approximate cost of $184,000. The county and state pledged funds to finance the project over the $100,000 grant.
The Herald reported at the time of the groundbreaking that the 6,000 square foot building will have parking sufficient for 40 vehicles and will be built adjacent to the county library. Space also will be allotted to Juvenile Court, Vocational Rehabilitation Services, Comprehensive Mental Health, Nutritional Program for the Elderly and a Homemaker Health Home Act Program. Completion was projected for the end of 1974.
