Crash claims life of 4-year-old child

A 4-year-old child died and two people were injured in a traffic crash caused by a reckless driver Friday afternoon, according to the Effingham County Sheriff’s Office.

Around 3 p.m., the ECSO received a call that the driver of a sport utility vehicle was weaving in and out of traffic on Highway 17, according to Sheriff’s Office spokesman Detective David Ehsanipoor. Deputies were dispatched to investigate.

“Within less than 60 seconds, the same person called back to report the reckless driver had crossed the center line and hit another car head-on,” Ehsanipoor said.

The SUV was southbound on Highway 17 and crossed into the path of a northbound sedan between Jabez Jones Road and Roebling Road.

A 4-year-old riding in the sedan was pronounced dead at a local hospital, according to Ehsanipoor. The child was identified as Owen Rivers.

The child's mother, Adrianna Flowers, 22, of Guyton, was driving the car that was hit. She was taken to Memorial Health University Medical Center with serious injuries, Ehsanipoor said.

The driver of the SUV, Robert Kenneth Waugh, 38, of Guyton, was airlifted to Memorial with injuries described as life-threatening.

Investigators found alcohol on the scene but have not yet determined if it was a factor in the crash.

The crash remains under investigation by the Georgia State Patrol's Specialized Collision Reconstruction Team.
