Special to the HeraldBoard member Vickie Decker has been named the new chairperson of the Effingham County School District Board of Education. Decker has been a member of the board since 2008. Lamar Allen, who has served on the ECSD board since 2005 and has been chairman since 2007, will be stepping down from the chairman role.
