U.S. Navy Petty Officer 3rd Class Caycee Pannal of Guyton was recently named the aircraft carrier USS Harry S. Truman’s Blue Jacket of the Year. She was also named the Blue Jacket of the fourth quarter of 2019.

The Blue Jacket award recognizes sailors for their outstanding and professional performance.

Pannal currently serves as a supply department aviation support division repairable asset management logistics specialist. She is also a member of the ship’s replenishment-at-sea detail.

Blue Jacket selections are made by a committee of command senior enlisted sailors who evaluate candidates based on military bearing, leadership knowledge and experience, rating expertise, uniform appearance and their command involvement in peer organizations.

The USS Harry S. Truman’s commanding officer, Capt. Kavon Hakimzadeh, said, “This significant accomplishment is a testament to her strong work ethic, dedication and professionalism toward her assigned duties and responsibilities. She is an exceptional sailor who consistently displays the Navy core values of honor, courage and commitment.”

Pannal recently received her promotion to E4, graduated from boot camp in Great Lakes, Chicago on Nov. 16, 2018, and Naval Training Supply School in Meridian, Miss., on Jan. 17, 2019.

A South Effingham High School graduate, Pannal was a member of NJROTC for four years. She is the daughter of Charles and Cheryl Pannal of Clyton.
