SPRINGFIELD -- Steve Davis, county administrator for Effingham County, has announced the selection of Thomas Kilmartin as director of finance effective Feb. 5.
Davis said, “Mr. Kilmartin brings a wealth of experience and expertise to this position. He is a great addition to our executive leadership team and we look forward to working with him.”
Kilmartin has more than 30 years of experience in the financial management field. He comes to the county from Brookhaven, N.Y., where he served as the deputy commissioner of finance.
While serving as the deputy commissioner of finance, Kilmartin was responsible for the development and implementation of a $294 million operating budget.
In addition to his experience in the private sector, he served more than 30 years in the New York Army National Guard, retiring at the grade of colonel. Kilmartin has received numerous federal decorations for his service, including the Legion of Merit, Bronze Star, Afghanistan Campaign Medal, Meritorious Service Medal (2), National Defense Service Medal w/Bronze Service Star, Army Commendation Medal (2), Army Achievement Medal (8) and Armed Forces Services Medal with 30-year device.
He has also earned numerous New York state Awards to include New York State’s highest award, Meritorious Service for activation on Sept. 11, 2001, as the commander of Ground Zero security forces.
Kilmartin is married to the former Lisa Jean Bessinger of Beaufort, S.C. They are the proud parents of four adult children and seven grandchildren.
Kilmartin and his wife reside in Guyton.
