The state Department of Transportation has re-opened both northbound lanes of Highway 21 in Effingham County.

DOT maintenance crews have temporary closed northbound traffic on Highway 21in Effingham County from the Chatham County line for about 3.5 miles.

An oily material was discovered on the roadway. The emergency closures are utilized for maintenance crew to work on this situation.
