Rincon narrows search for city manager

Rincon announced its final two candidates for the city manager position on Wednesday afternoon.

Donald Toms of Bowdon and Stuart Turille of Matthews, N.C., are the two men the council must now decide between.

“These were the two we felt met our qualifications,” noted Mayor Ken Lee. “We’re very happy with the final two candidates we’ve chosen.”

Turille has been the assistant to the town manager of Matthews in Mecklenburg County since October 2005. Matthews, a suburb of Charlotte, has a council-manager form of government and a population of about 25,000.

He has a strong background in finance having previously worked in accounting in Broward County and as an economic analyst at the World Bank in Washington, D.C.

Turille holds a bachelor’s degree in English from the University of Virginia, a master’s in public education from Florida State University and a master’s in arts and international affairs from Georgetown University.

Donald Toms has been the city manager of Bowdon in Carroll County for a year and a half. Bowdon has a population of 1,959, according to the 2000 U.S. Census. Carroll County lies about 50 miles west of Atlanta.

Prior to this position he worked in the Department of Law Enforcement for the state of Florida and in the planning division for Newport News, Va.

Toms holds a bachelor’s degree of political science and a master’s in public administration from Florida State University.

Now, the city council goes into a 14-day waiting period to negotiate salary, benefits and other issues with the candidates. They will also make a final decision during this time.
