Feinstein earns a masters from San Jose State

On May 17, Heather Rafter Feinstein was awarded a Master of Library and Information Science degree from San Jose State University.

Before moving to San Jose, Calif., Feinstein earned a Bachelor of Arts degree in philosophy from Georgia State University. She attended Effingham County High School and graduated with honors in 1999. She is the daughter of Richard and Deborah Rafter of Clyo.

As a librarian, Feinstein intends to promote information literacy and she looks forward to serving her community.

The Effingham County Board of Education approved a $203 million fiscal year 2026 budget Thursday night, reflecting an 11% increase over last year. The rise is largely due to an $8 million spike in health and retirement benefit costs for employees. To help cover the shortfall, the district may raise the property tax millage rate, potentially increasing homeowners’ taxes by up to 12 percent.
