Richard Morgan of Rincon has accepted membership into the National Society of Collegiate Scholars.

Morgan, a 2008 honor graduate of Effingham County High School, will be honored during an induction convocation this fall at the University of Georgia. He is the son of Warren and Nancy Morgan of Rincon.

NSCS is a member of the Associate of College Honor Societies and is the nation’s only interdisciplinary honors organization for first-and second-year college students.

Membership is by invitation only and is based on grade point average and class standing.

The Effingham County Board of Education approved a $203 million fiscal year 2026 budget Thursday night, reflecting an 11% increase over last year. The rise is largely due to an $8 million spike in health and retirement benefit costs for employees. To help cover the shortfall, the district may raise the property tax millage rate, potentially increasing homeowners’ taxes by up to 12 percent.
