Morgan places third in art contest

Richard Morgan placed third in the 2008 Federal Junior Duck Stamp Art Contest for the state of Georgia.

Artwork was entered in the contest by 591 students. There were four different age categories with a total of 25 winners in each age group and a grand total of 100 winners overall. Each age group was awarded the following winners: three first place, three second place, three third place and 16 honorable mention.

Morgan received a certificate of appreciation, third place ribbon and a $10 gift certificate to Michael’s. Morgan is a senior at Effingham County High School.

The Effingham County Board of Education approved a $203 million fiscal year 2026 budget Thursday night, reflecting an 11% increase over last year. The rise is largely due to an $8 million spike in health and retirement benefit costs for employees. To help cover the shortfall, the district may raise the property tax millage rate, potentially increasing homeowners’ taxes by up to 12 percent.
