RINCON -- The Rincon City Council celebrated a bit before getting down to business Monday night.

The first regularly scheduled meeting of the year opened with the swearing in of Mayor Ken Lee and Councilmen Levi Scott, Ben Blackwell Jr. and Damon Rahn. Then they enjoyed refreshments with family members and supporters before tackling a short agenda.
