Residents of a flood-plagued neighborhood asked Springfield City Council members what’s taken so long to find out what can be done about their problems.

But finding out who’s responsible for the flooding that takes place in Cedar Creek may not be so easy, city officials said.

Residents of the subdivision approached council members in September about the drainage in their neighborhood.
