The Springfield City Council approved a water impact fee supplement to be charged for tying onto the new water line that will run down Highway 119.

Councilman Dennis Webb said it was at the last meeting when the agreement was approved with the board of education.

“According to that agreement, I think the board of education is entitled to $1,000 for each water connection that is made on that line until such time as they are paid back,” Webb said. “I would suggest to council that we would add a $500 impact fee supplement to anyone that ties on to that new line.”

Webb said the supplement would be effective until the board of education is paid back and at that time the supplement will sunset.

He said the current fee is approximately $1,700, and with the payment to the board of education, Springfield will only receive approximately $700 per impact fee.

“We need to realize a little bit more than that,” Webb said.

Mayor Barton Alderman said with the supplement the city would receive approximately $1,200 per impact fee after paying the school board $1,000.

Councilman Max Niedlinger said the council should look at adding supplements on projects similar to the Highway 119 project.

“I think we should,” Webb said. “Anytime that we do an agreement like that, we have to look at it. All the agreements are going to vary. I’m just concerned about cash flow.”
